Cochrane sets Nov. 25 vote to close unopened Railway Street road allowance, sell to abutting owner

Cochrane council will consider a by-law at 6 p.m. on Tuesday, Nov. 25, 2025, in Council Chambers at Town Hall, 171 Fourth Avenue, to stop up and close a portion of the unopened Railway Street road allowance and sell the land to the abutting owner at 1 Boisvert Crescent.

If approved, the land would be deemed surplus municipal property and transferred from the municipality to a private owner. A copy of the proposed by-law and a sketch of the subject lands are available at the municipal office and on the town’s website under “Notices.”

The process follows Section 270 of the Municipal Act, 2001 and the town’s land sale policy set out in By-law 1502-2022.

Council previously passed Resolution 2025-361 on Oct. 14, 2025, approving Option 1 of Closed Meeting report 2025-144.

The subject lands are described as a portion of the unopened road allowance for Railway Street adjacent to 1 Boisvert Crescent, legally identified as Lot 580, M114NB.

The lands are irregular in shape and total approximately 408.77 square metres (about 4,400 square feet).

The lands are designated Residential Neighbourhood Area in the Cochrane and Suburban Planning Area Official Plan.

They are zoned Residential First Density (R1) under Zoning By-law 968-2013.

The intended purchaser is the abutting landowner of 1 Boisvert Crescent, and the sale would proceed “based on the offer presented.”

The notice was issued by the Town of Cochrane and signed by the clerk, Cassandra Child.
