Smooth Rock Falls Implements New By-law Penalty System
The Town of Smooth Rock Falls has introduced the Administrative Monetary Penalty System (AMPS), effective July 15, 2025. According to the Town, AMPS gives the municipality authority to issue fines for certain by-law violations—such as property standards and yard maintenance—without the need for court proceedings.
The new system changes how by-law infractions are handled in Smooth Rock Falls. It applies directly to residents by enabling local enforcement for specific violations, and outlines steps for those who wish to dispute a penalty.
Based on the Town's notice, if a by-law infraction is observed, a Penalty Notice may be issued directly to the property owner. The Town states residents who receive a Penalty Notice have the right to request a Screening Review. If further review is necessary, a Hearing Officer may be assigned to the case.
The Town has listed several by-laws now in force as part of the AMPS implementation: Property Standards By-law (2025-55), Clean Yards By-law (2025-56), AMPS Program By-law (2025-47), Appoint Screening Officer AMPS (2025-48), Appoint Hearing Officer AMPS (2025-49), and Appoint AMPS Policies (2025-50).
