Timmins approves $36.3M Melrose Heights Phase 1 contract; work expected 2026–2029

Timmins city council has approved a $36,296,444 construction contract plus HST for Phase 1 of the Melrose Heights subdivision expansion, awarding the work to GIP-Interpaving. Construction is expected to begin in fall 2026 and run through summer 2029, the city said.

The project is aimed at creating new serviced residential lots in Timmins. The city says Phase 1 will produce 172 fully serviced lots intended to be ready for residential development over the next three years.

Under the city’s schedule, the phased work is expected to deliver about 60 serviced lots in 2027 and another 60 in 2028, with the remaining serviced lots completed in 2029. No seasonal shutdowns are planned during construction.

The contract covers about 2,100 metres of new municipal infrastructure, including roads, sidewalks, watermains, sanitary and storm sewers, residential servicing, street lighting and naturalized areas.

Council also approved a zoning bylaw amendment for the subdivision lands, rezoning the area to Residential Third Density (NA-R3). The city said this zoning allows medium-density development.

For funding, the city said Ontario’s Housing-Enabling Water Systems Fund will provide up to $9.2 million for eligible water, sanitary sewer and storm sewer infrastructure. Council also approved a $7.5 million capital budget allocation to begin the project.

The city said remaining costs are expected to be included in future municipal capital budgets from 2026 to 2029, and may also draw on provincial and federal programs.
