The city said exposure to extreme cold can cause serious and sometimes life-threatening health problems, including frostbite and hypothermia, and it listed steps residents can take to reduce the risk.

The city said protection from extreme cold conditions includes avoiding wind exposure, dressing in warm layers, and covering exposed skin.
