Timmins seeks public feedback on proposed Municipal Services Corporation until March 18, 2026

The City of Timmins is seeking public feedback until March 18, 2026, as it considers whether to create a Municipal Services Corporation (MSC), a separate entity that would manage current and future city-owned services and assets. Before establishing an MSC, the city says it must adopt a business case study and consult the public on the proposal.

The proposal matters because an MSC could affect how the city manages certain projects and municipal assets, including land development tied to housing and other priorities. Any decision on whether to proceed would be made by Timmins City Council after the required business case work and consultation.

A Municipal Services Corporation is permitted under section 203(1) of Ontario’s Municipal Act, 2001. The city describes an MSC as an entity created by a municipality to manage city-owned services and assets.

Under the city’s proposal, the MSC would be owned by the City of Timmins and governed by a board of directors appointed by council.

The city cited the Melrose Heights subdivision expansion as an example of a strategic project the MSC could support. According to the city’s notice, the MSC could allow the municipality to develop land.

The city also said an MSC could be used to address broader municipal priorities related to attracting investment in commercial and industrial areas, supporting industry, and local employment.

The city said it will use public feedback to help inform council as it considers next steps on the potential establishment of the corporation.
