Timmins sets Jan. 12 public meeting on Melrose Heights zoning change
Timmins council will hold a public meeting at 5:30 p.m. on Monday, Jan. 12, 2026, in the McIntyre Community Centre auditorium at 85 McIntyre Rd. The session will gather input on a city‑initiated zoning by‑law amendment for the proposed Melrose Heights subdivision.
The amendment is intended to enable residential development on municipal land in the Melrose Heights plan area. Residents who want to comment or preserve appeal rights can attend the meeting or submit written comments before council considers the by‑law. Third‑party appeal rights for zoning by‑law amendments have been restricted under the Planning Act.
Filed as application Z‑2025‑10, the proposal would amend Zoning By‑law 2011‑7100 by:
- Rezoning a portion of the site from Open Space (RD‑OS) to Residential Third Density (NA‑R3)
- Rezoning a portion from Residential Second Density – Holding (NA‑R2 (h)) to Residential Third Density – Holding (NA‑R3 (h))
The land is municipal property within the proposed Melrose Heights subdivision area of Mountjoy Township in Timmins.
Any person may attend the public meeting and make written or verbal submissions in support of, or in opposition to, the amendment.
A person or public body that does not make oral submissions at the public meeting or written submissions to the City of Timmins before the by‑law is passed is not entitled to appeal council’s decision to the Ontario Land Tribunal. A person or public body that does not submit before passage may not be added as a party to an appeal unless the Tribunal finds reasonable grounds.
Residents who want to be notified of council’s decision must make a written request to the City Clerk.
