Timmins sets Jan. 7 meeting on proposed housing improvement plan

The City of Timmins will hold a public meeting on Wednesday, Jan. 7, 2026, at 3 p.m. in Council Chambers, 220 Algonquin Boulevard East, to receive input on designating a Housing Community Improvement Project Area and adopting a Housing Community Improvement Plan under Ontario’s Planning Act.

The proposal implements Recommendation 7 of Timmins’ Housing Action Plan. The plan is intended to accelerate construction of new housing units to increase supply within the city and help meet local growth targets.

The draft Housing Community Improvement Plan is available on the City’s website. It outlines the plan’s purpose; the legislative authority and policy framework for community improvement plans under the Planning Act; proposed financial incentive programs; general eligibility criteria; and implementation details. Schedules in the document map the proposed project area, which generally follows the settlement areas identified in the City’s Official Plan.

Any person may attend the public meeting and provide written or verbal submissions in support of or in opposition to the proposed project area and plan.

Under the Planning Act, a person or public body that does not make oral submissions at the public meeting or submit written comments before the by-law is passed is not entitled to appeal Council’s decision to the Ontario Land Tribunal. A person or public body that does not participate may not be added as a party to an appeal unless the Tribunal finds reasonable grounds. Third-party appeal rights have been restricted under the Act.

Residents who wish to be notified of Council’s decision on the proposed project area and plan must submit a written request to the City of Timmins.

Under the Municipal Act, 2001, and Ontario’s Municipal Freedom of Information and Protection of Privacy Act, all submissions provided for or at the public meeting form part of the public record. Submitting information constitutes consent to its use and disclosure as part of the planning process.
