Timmins sets Nov. 24 public meeting on zoning change for 100 Cook Road

The City of Timmins will hold a public meeting Monday, November 24, 2025, at 3:00 p.m. in Council Chambers at 220 Algonquin Boulevard East to hear input on a proposed zoning by-law amendment for 100 Cook Road that would permit a second residential unit on the property.

The meeting gives residents a chance to comment before council considers the by-law. To preserve the option to appeal council’s decision to the Ontario Land Tribunal, individuals must make oral or written submissions before the by-law is passed.

The proposal would convert the home’s attached garage into a separate dwelling unit.

The application is filed as Z-2025-09 under Section 34 of the Planning Act. The applicant is Joe Torlone. The owners are Michael Roberts and Heather Pezzola. The property is municipally known as 100 Cook Road in Timmins and is legally described within Deloro Township.

The amendment would rezone a portion of the land from Residential Estate Type 2 (RD-RE2) to a site-specific Residential Estate Type 2, RD-RE2 (SP6.198). The site-specific zoning would retain standard RD-RE2 permissions and add approval to convert the attached garage into a second unit, allowing two residential units on the lot.

Any person may attend the meeting and make written or verbal submissions for or against the proposal.

Those who do not make submissions before adoption are not entitled to appeal council’s decision to the Ontario Land Tribunal and may not be added as a party to an appeal unless the Tribunal finds reasonable grounds. The Planning Act restricts third-party appeal rights for zoning by-law amendments.

Anyone who wants to be notified of council’s decision must file a written request with the City Clerk.

Under Ontario’s Municipal Freedom of Information and Protection of Privacy Act, all written and oral submissions become part of the public record. The notice is dated Oct. 30, 2025.
