Town of Cochrane to consider March 10, 2026 bylaw to close unopened road allowances on Poplar Avenue, Wyandotte Road

Town of Cochrane council is scheduled to consider a bylaw at its 6 p.m. regular meeting on Tuesday, March 10, 2026, that would stop up and close portions of unopened road allowances on Poplar Avenue and Wyandotte Road and declare the lands surplus for a proposed sale to the neighbouring property owner through the town’s $10 lot program.

The decision affects a small area of municipal land beside existing residential lots and would change the status of land currently set aside on paper for road purposes. If council proceeds, the town intends to sell the surplus lands to the owner of the adjoining property, according to a notice dated Feb. 12.

The proposed closure covers portions of Poplar Avenue and Wyandotte Road on Plan M182NB beside Lots 373–375 (Plan M182NB), identified in the notice as Roll Number 5639 010 006 12400 0000.

The proposal also includes a municipal lot the town intends to declare surplus. It is legally described as Part Lot 342 to 344, M182NB, Part Lane, Part of Wyandotte Road, being Parts 14, 15, 17 of 6R-3925.

The lands total about 0.22 hectares (0.54 acres), according to the notice. That includes about 0.05 hectares (0.13 acres) for the municipal lot (Parts 14, 15, 17 of 6R-3925) and about 0.17 hectares (0.43 acres) for the unopened road allowances on Poplar Avenue and Wyandotte Road.

The lands are designated “Residential Neighbourhood Area” in the Cochrane and Suburban Planning Area Official Plan and zoned “Residential First Density (R1)” under Zoning By-law 968-2013.

The town plans to request that the lands be merged with the adjoining property (Lots 373–375 on Plan M182NB) to form one parcel.

Council passed Resolution No. 2026-41 on Jan. 27, 2026, to proceed with the transaction through the town’s Sale of Land Below Market Value ($10 lot program) under the Growth Community Improvement Plan.

Council will consider the bylaw at 6 p.m. Tuesday, March 10, 2026, in council chambers at Town Hall, 171 Fourth Avenue, Cochrane.
