Cochrane Council Approves Zoning Changes for Shelby Avenue and Second Street

The Town of Cochrane Council passed By-law 2025-57 on May 27, 2025, amending Zoning By-law 968-2013 for 211 Shelby Avenue and 168 Second Street, according to an official notice published on June 2, 2025. Appeals to this by-law may be filed in accordance with the Planning Act until June 22, 2025, the notice states.

The zoning changes affect permitted uses and property requirements for both properties, as set out in the notice. Residents or owners wishing to appeal must adhere to requirements outlined by the Town of Cochrane and the Ontario Land Tribunal.

According to the notice, 211 Shelby Avenue has been rezoned from Mobile Home Residential (R3) Zone to Special Mobile Homes Residential Exception Two (R3-2) Zone. The new zoning sets a minimum lot area for the mobile home park at approximately 3.77 hectares, with a minimum lot frontage of about 105 metres. The minimum interior side yard for the park is set at about 0.6 metres adjacent to 102 Parkwood Avenue and about 6.7 metres adjacent to 106 Parkwood Avenue. The rear yard width for the 102 Parkwood Avenue mobile home site is also reduced to approximately 0.6 metres.

For 168 Second Street, the property was rezoned from Mobile Home Residential (R3) Zone to Special Mobile Homes Residential Exception Three (R3-3) Zone. Under this amendment, a single detached dwelling is the only permitted use, in line with R1 zone provisions.

The notice specifies that only persons or public bodies who made written or oral submissions at the public hearing are eligible to appeal the by-law amendment to the Ontario Land Tribunal. Appeals must be filed with the Town of Cochrane Planning Department by June 22, 2025, including a completed notice of appeal and the required fee.
