Timmins sets July 4 public meeting on rezoning for six-unit redevelopment at 114 Dixon Street

Timmins City Council will hold a public meeting on Friday, July 4, 2025, at 10:00 a.m. in Council Chambers at 220 Algonquin Boulevard East to consider a zoning by-law amendment for 114 Dixon Street that would permit a former fire hall to be converted into a two-storey, six-unit apartment building under Section 34 of the Planning Act.

The meeting will gather public input on a proposal that could add six apartments on Dixon Street. Participation is tied to appeal rights: individuals who do not submit comments before council passes the by-law are not entitled to appeal to the Ontario Land Tribunal.

The applicant is Joe Torlone. The property owner is the City of Timmins.

The site is currently zoned Residential Third Density (NA-R3) and Institutional (NA-IN). The proposal would rezone it to Residential Medium Density 2 (NA-RM2) SP6.196.

The application seeks site-specific relief from Zoning By-law 2011-7100 for the following:

  • Reduce the front-yard setback from 7.50 metres to 7.48 metres.
  • Reduce the interior east side-yard setback from 3.66 metres (half of building height) to 2.64 metres.
  • Reduce the minimum entrance or exit width from 7.0 metres to 6.41 metres.
  • Reduce the landscaping buffer along the north and west property lines from 7.5 metres to 2.0 metres.
  • Reduce the landscaping buffer along the east property line from 7.5 metres to 0.0 metres.

Anyone may attend the meeting and make written or verbal submissions in support of or in opposition to the amendment.

Under the Planning Act, individuals who do not make oral or written submissions before the by-law is passed are not entitled to appeal council’s decision to the Ontario Land Tribunal. They may also be prevented from being added as a party to any tribunal hearing unless the tribunal finds reasonable grounds to do so. The rights of third parties to appeal zoning by-law amendments have been restricted under the Act.
