Timmins police charge 16-year-old after ATV arrest on Essa Avenue in South Porcupine

Timmins police say a 16-year-old ATV driver was arrested on Essa Avenue in South Porcupine and charged during traffic patrols prompted by public complaints about off-road vehicles on local roads. The police service published details of the arrest in a July 13, 2026 release.

The Timmins Police Service said it had received complaints about all-terrain vehicles and dirt bikes being driven on roadways in the South Porcupine area. Police said the stops involved youth riders and that officers also spoke with riders and parents about the rules for operating off-road vehicles.

According to the release, officers discussed operator licensing requirements, vehicle registration and permits, and insurance obligations. The police service also stated that operating off-road vehicles on public highways is prohibited except where permitted under Ontario legislation or municipal by-laws.

The teen faces the following charges:

  • Unlawfully driving an off-road vehicle on a highway
  • Driving a motor vehicle without a licence
  • Driving a motor vehicle without licence plates
  • Operate motor vehicle – perform stunt
  • Owner operating a motor vehicle on a highway without insurance

Police said the ATV was impounded for 14 days and the driver received a 30-day driver’s licence suspension.

If convicted, the combined fines associated with the offences are approximately $8,000, the police service said. Police also estimated towing and impound fees at about $1,500, plus approximately $750 in driver’s licence reinstatement fees.

The police service said that when an off-road vehicle is operated on a highway, it is classified as a motor vehicle under Ontario’s Highway Traffic Act, meaning applicable traffic laws apply. The release also noted that operators must comply with requirements such as licensing, registration, insurance, and helmet use where operation is permitted.

Timmins police said the Traffic Unit plans to continue patrols in response to public complaints.
